Bills and regulations are natively drafted as strikeout/underline amendments — this is the format. The tool's baked output produces exactly that convention: deletions struck through, insertions underlined, in fixed colors that look identical in every viewer. And every version proves what changed.

Bills and regulations are natively drafted as strikeout/underline amendments — this is the format, not a stylistic choice, and it is near-universal: parliaments and ministries worldwide express amendments this way, and the EU's own legislative process runs on tracked changes between institutions in practice. The baked Word output flattens the marks into fixed insertion/deletion colors, viewer-independent and ideal for PDF conversion or printing, with a color key on the report page.

Fiscal schedules are the spreadsheet analogue. Drop the two versions: the print areas become a paged Word redline, or a colored Excel review copy — with the aggregate impact computed and every changed cell addressed.
